Purpose of the Registry
Protocols exist to govern decisions that affect member care and cost outcomes. They are versioned to ensure consistency and accountability. Changes are controlled to preserve auditability and institutional trust.
What a Protocol Is
A protocol is a bounded decision framework with explicit assumptions and defined escalation paths. Protocols reduce reliance on individual judgment by encoding acceptable ranges for action, pause, and referral.
Protocol Lifecycle
Protocols move through defined stages: definition, review, activation, and retirement. Each stage is documented. Retired protocols remain archived for historical reference and audit purposes.
Protocol Categories
The registry includes protocols for exposure evaluation, tapering eligibility, and exception escalation. Each category addresses a distinct operational concern. Protocol scope is intentionally constrained.
Change Control and Auditability
All protocols are versioned. Changes require formal review and documentation. Historical decisions remain traceable to the protocol version active at the time of execution.
